What Constitutes Key Art? Campaign/Exhibitor Books?

I uploaded a few campaign book images that have not been approved yet while several batches of still photos I uploaded have been approved.  Isnt art from campaign & exhibitor books considered key art?  Please advise.

Regarding the first post, I am personally unaware of the answer which is why I left them in the cue for review by another mod. 

I just approved one of the uploads from War of the Worlds but the following upload needs tags before it's approved:
